Cultural events
Cinemas and theaters must continue to pre-allocate seats and their capacity becomes 50% of the usual capacity. In outdoor shows, such as a concert, the maximum is 800 people (or half the capacity allowed).

Phase 3 allows groups of up to 20 people and always with a capacity limited to half and the use of changing rooms and showers is already allowed.

Thus, any type of mask that covers the nose and mouth should be used, but gives preference to hygienic or surgical ones. These two types are recommended in healthy people or people infected or with symptoms, respectively, as explained by the Ministry of Consumer Affairs.

Of course, there are exceptions: it will not be compulsory for people under six years of age, people with respiratory difficulties that may be aggravated by the use of the mask, when it is contraindicated for other justified health reasons, disabled or dependents with conduct disorders that prevent their use, development of activities that, by their very nature, prevent their use and the generic "force majeure or need situation".

And what activities prevent its use? The rule is not more specific at this point, but it does give an example in the preamble: the intake of food or drinks. And, yes, it would include in this exception, for example, actors in a filming, whose exemption was already contemplated in the order of phase 1 that resumed these activities. However, it does not clarify whether certain sports, such as running, are among the exceptions.

Update 2nd May 2020

It is allowed to practice surfing and other water sports such as kitesurfing, bodyboarding, stand up paddle, windsurfing, and the like, as well as sports swimming and other individual sports, as long as the requirements established by the order are met.

This institution understands that sports practice can be carried out by people from 14 years old and upwards, within the municipality, from 6:00 a.m. to 10:00 a.m. and from 8:00 p.m. to 11:00 p.m., going individually to the area where they do the activity, and without use motorized vehicles for this.

It would not be allowed to stay on the beaches or on the coast for recreational use, but only to use the coastal strip for sports or to get in and out of the sea.

Regarding the USES OF BEACHES AND OTHER COASTAL SPACES, Order SND / 380/2020 establishes specific criteria.

It is allowed to walk along the coast or on the beaches (as in other parts of the municipality) as long as it is carried out within a radius of one kilometer from the home, for a maximum of one hour, and at the times established by groups of age:

- From 6:00 a.m. to 10:00 a.m. and from 8:00 p.m. to 11:00 p.m.: Persons 14 years old and up, with a maximum of one person.

- From 10:00 a.m. to 12:00 p.m. and from 7:00 p.m. to 8:00 p.m.: People over 70 or dependent, with a caregiver.

- From 12:00 to 19:00: Children under 14 years of age, accompanied by an adult.

Recommendations. The City Council of La Oliva asks all residents who practice outdoor sports to do it responsibly, respecting the sanitary distance between users, and recommends that water sports practitioners do so within sunlight.

ASSESSMENT

The mayor of La Oliva, Isaí Blanco, held a working meeting yesterday with the chief captain of the Company of the Civil Guard in Fuerteventura, the lieutenant commander of the Civil Guard Post of Corralejo, and the deputy chief inspector of the Local Police de La Oliva, to deal with this and other matters related to the start of Phase 0 of de-escalation.

The mayor and the police officers agreed that both bodies will coordinate to ensure compliance with the new regulations, and they sent a message to the population requesting citizen collaboration with the authority.

However, after order SND / 380/2020 was published today, Mayor Isaí Blanco believes that island territories could have more flexible rules as long as circumstances allow.

"In the Canary Islands and especially in the non-capital islands, where fortunately the pandemic is controlled, where we have very low population densities and vast coastline, it would be advisable to propose more flexibility for sports," said Blanco, "both in the respective to the schedules as in the displacements to practice sports like the surf and the like ».

The mayor of La Oliva explained that "if there is a place where this could be done, it is Fuerteventura, and particularly in the municipality of La Oliva, with a young population that has completed a month and a half of confinement, and where the rate of contagion has been especially low, or practically nil ».

For all these reasons, Blanco asked the sports sector for reassurance, requested that the established rules be complied with, and announced that to try to improve the conditions of the Order on Monday, he will request clarification and propose more flexible measures to the Canary Islands Government, at the meeting scheduled by videoconference with other mayors and with the president of the community, Ángel Víctor Torres.

De-Escalation of the Lockdown

The Canary Islands will  propose to Pedro Sánchez, this Sunday, a plan to start this Monday - April 27 - the partial de-escalation of the confinement established to fight the coronavirus pandemic.

The regional government's approach consists of  four phases to be carried out in four weeks  and would start with a process to allow the population's access to the street divided into two groups: people who are domiciled in houses located in even numbers could go out on even days and those who live in houses with odd numbers on odd days of the calendar - in a maximum of three people together or the family that lives together.

In addition, the Archipelago plan suggests that children under the age of 14 can go from 16:00 to 19:00 . In the first phase they could not to parks. Then it will be seen. In the case of  the elderly, they will be allowed to leave their houses from 11:00 to 13:00 .
Access to second residences would be limited , from the outset, for animal care or orchards on individual trips.

The Canary project also suggests that  outdoor sports can be carried out at two times: from 5.00 to 9.00 or from 20.00 to 23.00 . This permit establishes that  you can walk a maximum of two kilometers from your home and run a maximum of four kilometers from your home . The gyms will be able to open, from the second week, with limited capacity and you can go hiking one hour away from home - at most.

The population should always wear a mask if they are going to enter closed spaces  - not for running or walking. In addition, public events of more than 50 people cannot be held and the cinemas and theaters may open for fifty spectators or a third of the capacity - in separate rows and seats.

The hotels will be able to open from the second week with a 50% capacity  and the presence of people in funeral homes is expanded to 10 family members.
The  small shops , during the first week,  will open with limited capacity . The plan recommends not to go shopping, but to a specific store. In the case of shopping centers, they can be started from the second week.

The activity of the hairdressers will be activated during the first week , although the clients will have to come with masks.

Access to the beach will be considered from the second week  to allow it in weeks three and four with conditions: maximum one hour from home and keeping distance.

The opening of restaurants in the Canary Islands is projected for the last two weeks of the plan  and they will only be able to admit 50% of capacity - always with a reservation and for no more than four people per table.

On May 18 you could travel between islands  and there is no fixed date for the opening of the Islands for tourists or non-residents, although it is established that  people who want to enter the Canary Islands must certify a negative PCR upon leaving their place of origin . Otherwise, you must spend 14 days confined when entering the Archipelago.

Update on Lockdown

Spanish children will be able to leave home from April 27. The five weeks of confinement they accumulate will be alleviated with limited exits and subject to conditions to avoid contagions

Possible lifting of the Lockdown

The Government will initiate the de-escalation of confinement due to the coronavirus in the Canary Islands. This is reflected in a work plan of the Ministry of Health to which national media have had access. It is a document that proposes to convert the Canary archipelago into a kind of pilot test before making decisions that affect the whole of Spain, especially the peninsula .

Moncloa has several scenarios on the table that, in practically all cases, would go through a third request for an extension of the state of alarm next week. The roadmap of the transition strategy committee involves taking decisions wisely and gradually based on the data and the opinion of the experts.

The start of the de-escalation in the Canary Islands, according to the plans of the Executive, could start to run in the middle of next week.  Minors, with permission to go for a walk accompanied by an adult, and those who want to do outdoor sports, will be the first to start walking on the street normally. Of course, they will always have to wear protective masks.

This is a group of four people, two Italians and two Canaries who reside in El Palmeral, an area near the Health Center of Gran Tarajal, and who have recently arrived from Lombardy where they spent several days on vacation. As confirmed by nearby sources, they notified 112 and a medical team from the Gran Tarajal Health Center traveled to the home where the relevant tests were conducted, since then they remain isolated waiting to know tomorrow the results of the coronavirus tests to which they have submitted on Fuerteventura.

In this case it is a group of about five tourists from the transalpine country who spend a few days in the town of Gran Tarajal, in the municipality of Tuineje, who have notified 112 that some of them had symptoms compatible with those of the coronavirus - and which coincide with those of the common flu–, so technicians from the Canary Islands Emergency Service have moved to the place where they are residing to take samples for analysis. While waiting for the results, as a precaution, tourists are in a situation of home isolation.

At the moment, the Canary Islands only recorded four active cases of coronavirus, which were added by the German tourist - 40 years old - who was treated a few weeks ago at the La Gomera hospital, until he was discharged after overcoming the disease, as reported by the Canary Islands Time.
